EXPERIENCE & EXPERTISE
Ashley has extensive experience as a solicitor advocate, regularly appearing before the Administrative Review Tribunal, Federal Circuit and Family Court and Federal Court on behalf of Commonwealth agencies. He has been entrusted by government agencies to conduct significant and precedential litigation as well as provide strategic advice and advocacy on complex and sensitive Government matters, including proceedings before the High Court of Australia.
Before joining Moray & Agnew, Ashley held senior roles with Australian Government Solicitor. He has also undertaken secondments with Services Australia and the Department of Veterans' Affairs, providing him with a strong understanding of the legal, operational and policy environment in which Commonwealth agencies operate.This experience enables him to deliver practical, strategically focused advice that is tailored to the needs of government clients.
Ashley also develops and delivers training for Commonwealth agencies on administrative law and statutory frameworks. He has presented at national conferences and professional development programs and is committed to supporting capability development across the Australian Public Service.
Ashley is committed to pro bono work and, in early 2026, travelled to Papua New Guinea to deliver a three-day intensive administrative law training program for lawyers from the PNG Office of the State Solicitor and the Office of the Solicitor General as part of the Australian Government's Papua New Guinea Institutional Partnership Program.

- Representing and advising government clients in relation to significant matters arising under the Migration Act 1958, Criminal Code (Terrorist Organisation—Hamas) Regulations 2022, Social Security Act 1991, Social Security (International Agreements) Act 1999, Veterans’ Entitlements Act 1986, the Safety, Rehabilitation and Compensation Act 1988, the Safety, Rehabilitation and Compensation (Defence-related Claims) Act 1988 and the Military Rehabilitation and Compensation Act 2004
- Appearing for and advising insurers and self-insured employers in matters arising under the Safety, Rehabilitation and Compensation Act 1988 the Seafarers Rehabilitation and Compensation Act 1992.
