Jessica is an experienced solicitor with over seven years’ experience and a background in administrative law, including freedom of information and privacy. She acts in merits and judicial review litigated matters before the Administrative Review Tribunal and the Federal Circuit Court.

EXPERIENCE & EXPERTISE

Jessica’s career began in the Australian Public Service, where she held a range of roles across the Department of Education and the Department of Employment. Jessica has developed an in-depth understanding of internal procedures, which puts her in a unique position to advise Government Departments and Agencies.

Jessica has also completed several secondments within the Commonwealth Government, in the information law teams at the Department of Agriculture, Fisheries and Forestry and the Department of Climate Change, Energy, the Environment and Water.

Jessica has extensive experience in drafting legislative instruments, advising on the creation of new legislation and on policy development.

Jessica acts for the National Disability Insurance Agency in merits review proceedings in relation to applications for access and the review of planning decisions for reasonable and necessary supports.

Jessica has also previously acted for the Minister of Immigration in merits and judicial review matters.

Jessica is known to take a proactive and flexible approach to dispute resolution and works with all parties to identify the key issues and, where appropriate, find a resolution that is both practical and cost effective. 

ACCOMPLISHMENTS

  • Acting in complex proceedings, including Kharamesh and National Disability Insurance Agency (NDIS) [2025] ARTA 1749, Bowden and National Disability Insurance Agency [2024] AATA 847 and Ali and Minister for Immigration, Citizenship and Multicultural Affairs (Citizenship) [2023] AATA 2168
  • Advising on the development of Water Legislation Amendment (Inspector-General of Water Compliance and Other Measures) Bill 2021.
