Daphne has 10 years of experience advising and representing Commonwealth Government clients across a broad range of administrative law and regulatory matters. She regularly appears before Tribunals and Courts on behalf of Commonwealth agencies, providing strategic advice and advocacy in complex and sensitive matters.

EXPERIENCE & EXPERTISE

With extensive experience advising and representing government agencies, Daphne specialises in government litigation and administrative law. She acts for Commonwealth government departments and agencies across a broad range of complex and often high volume-litigation, with particular expertise in merits review, judicial review and challenges to administrative decision-making. Her experience includes appearing in the Administrative Review Tribunal and Federal Court, as well as advising government clients on issues arising from the conduct and outcome of litigation.

Daphne has acted in matters involving complex and sensitive statutory regimes and understands the legal, operational and policy considerations that shape government decision making. She provides pragmatic, strategic advice to assist her clients defend decisions, manage litigation risk and achieve effective outcomes within demanding timeframes and accountability frameworks.

Before joining Moray & Agnew, Daphne was with another national law firm and has also undertaken secondments with the Department of Home Affairs and Services Australia. Daphne has a strong understanding of the government operating environment and is trusted by government clients to provide clear advice on complex legal issues and guide matters through to resolution. Daphne’s approach combines technical expertise with a strong understanding of the realities of government decision-making, enabling her to provide advice that is legally robust and practical.

  • Appearing for and advising insurers and self-insured employers in matters arising under the Safety, Rehabilitation and Compensation Act 1988 and the Seafarers Rehabilitation and Compensation Act 1992.
